Two interesting things to note here: (1) as unlikely as it seems, red states have taken the lead in advancing privacy legislation this year, perhaps hoping to ensure that business-friendly provisions take precedence; BUT (2) the last two states to act, Montana and Texas, have somewhat surprisingly consumer-friendly provisions.
